As stated earlier this novel takes place in both London and Paris, around the time of the French Revolution. In the novel, Charles Darnay was sentenced to death. Sydney Carton takes his place however and ends up dying on the guillotine. So by showing a guillotine, it foreshadows the death of some character. Moreover, the guillotine is surrounded by torches, spears and the French Flag. This signifies the French Revolution.
The reason for choosing a dark grey background is just to signify the dark times. The font was chosen simply because it looked pleasing and the same goes for the rotation of the title.
In this novel, Dickens shows the many social parallels between Paris and London during that dark time. In Paris, a guillotine signified the end, so a parallel of that in London would be the Tower of London. During that time, the Tower of London was sight of many executions.
